Check to see if the particular country is setup as a different BU/Set ID. Then make changes for the appropriate display template.
Else you need to code.
National ID field is part of toolbar content. Remove it from the toolbar configuration:
setup CRM > Common definition > Component Configuration > Toolbar
You can do it through peoplecode also RC_TOOLBAR (app package)
check which toolbar you are using; you will come to know the toolbar name from Call Center BU setup.
